FRUA advocates for the right of each child to belong to a forever family.  Ideally, children made legally available for adoption are placed within their country of birth.  When this is not possible, FRUA advocates for children to be declared eligible for international adoption, subject to the Hague Convention.  FRUA is not a political organization and refrains from supporting political activities or positions in any way.

FRUA maintains relationships with
  • The US Department of State / Office of Children's Services 
  • US Consulate of many of the birth countries represented by our members
  • Most US adoption agencies active in the countries we serve
  • Key professionals that serve adoptive children and families

FRUA advocates in multiple ways:
  • Each summer, FRUA's Board of Directors hosts an Embassy Reception overlooking the White House in Washington DC. We invite top officials from the US Department of State, embassy officials from the countries FRUA serves, and FRUA members.  During this reception, contacts and connections are made, and information relating to the wellbeing of FRUA children is shared. 
  • FRUA meets with key staff of the embassies whose children we serve to discuss issues of shared interest, provide updates on children adopted from their country, listen to needs expressed by the country such as post-placement reporting, and otherwise maintain a strong relationship.
  • FRUA collaborates with the US Department of State / Office of Children's Services when appropriate for the purpose of advocating for the rights of adoptive children and families; shaping legislation supporting ease in Inter-country adoption while protecting ethical processes; and sharing of information from countries we serve.​
